Is the tax calculated on whether reciprocal arrangements exist with the ID Passport document country or the residency document country ?????????

I would suggest that it's still based on passport. Nothing changes there. The 2nd document is just to verify residency which can be different to the passport country.

So just to confirm "Euro" passport + Aussie residency = No Tax. Is this correct ?
